William Elias Balalis was born January 4, 1897, in Meligalas, Greece. In 1942 he registered for the United States draft during World War II. He was described as 5' 8" tall, weighed 145 pounds, with black eyes, black and grey hair, and a light complexion. He lived at 420 E. 78th Street in New York City. The "person who will always know your address," was Julia Vanikiotis, who lived at the same address. (She was possibly his relative, also having been born in Meligalas, Greece.) William was employed at the Park West Restaurant, located at 780 Columbus Avenue, New York City.

William Elias Balalis died on October 19, 1979, and was buried January 26, 1981 on Hart Island.
