Victoria Martha Florence Holmes Foote was born in London, England on the 24th of May 1896.  Weeks later, she was baptised at St. Peter's Church in Regent Square, London.  St Peter's Church was heavily bombed during WWII and subsequently demolished.  Victoria's parents, Jane Payne Johnson Holmes and William George Holmes had five other children:  Harry George; William James; Rose Ethel; Amy and Nellie.

In 1911, at the age of fifteen, Victoria had left London and was working in the city of Leicester as an actress.  She met Harold Henry Foote, a Canadian, and in in 1923 they married in London.

Victoria emigrated from England on February 2nd, 1924, sailing aboard the S.S. Cedric. She traveled from Liverpool to New York, where she was met by her husband, Harold.  Her profession was recorded as "theatrical" on the ship's manifest.  Three years later, in 1927, she was joined in New York by her sister, Ethel Rose, also an actress.

Victoria returned home to London for brief stays in 1927, 1930, and again in 1935.  The 1930 and 1940 U.S. Census record the Foote family living in Manhattan and then in Queens.  Harold Foote is employed in the insurance industry and Victoria is a homemaker.

Victoria's sister, Ethel Rose, married Joseph Van Hove, and named their first child, Joan Victoria.  Joan Victoria died in New York in 1989.  Harold Foote died in 1975.

Victoria Foote died on the 30th of July 1982 and was buried on Hart Island on the 9th of September 1982.
