Herbert Liepnieks was born on Feb. 07 1917 in Latvia or Estonia and he died in NY on Sept 23, 1981.  I believe his whole birth name was Ernst Herbert from the documents researched.  He was a seamen who jumped ship several times in NY.  I have found him listed as crew on ships with the name Ernt Herbert and just Herbert.   He may have had a wife named Delores .
