After some research, I have a strong belief that this unidentified woman was a victim of Richard Cottingham, who is a serial rapist and killer that operated in New York and New Jersey between 1967 and 1980. He was nicknamed, "The Torso Killer" as a result of a double-murder he committed December 2, 1979. The first victim was identified as Deedeh Goodarzi, a Kuwaiti immigrant that was working as a prostitute. The second was never identified but, "she was around 16, 110 pounds and, on the last day of her life, she wore a pair of Bonjour jeans, a burgundy mohair sweater and black patent leather boots." Both victims had their heads and hands removed to discourage identification and the hotel room was set on fire. Their heads and hands were discarded and never recovered.
Reasons I believe this is the second victim:
1. Hart Island is the logical burial location for an unknown person.
2. This interment is the only unknown female with a date of death that matches the hotel fire timeline.
3. Place of death is redacted, just like Deedeh Goodarzi.
This poor child lived a tortuous life, experienced a horrendous death and is cursed to lay anonymously among the discarded on a lonely island cared for by criminals. The least I could do is help her story be told.
